Public Safety Policy Director


Devon leads research and policy development in public safety and homelessness, focusing on prison accountability, probation and parole reform, and responses to unsheltered homelessness. With experience in government affairs for non-profits, public relations, prison ministry, and re-entry programming, Devon’s work aims to create system-level changes. His writings have been featured in the Wall Street Journal, Boston Herald, City Journal, and The Hill. A graduate of Dartmouth College and a current graduate student at the University of Cambridge, Devon has testified on criminal justice issues across several states. An avid Nordic skier and hiker, Devon lives in Vermont with an Australian Cattle Dog.
