Law and Policy Fellow


Max Castroparedes is a 2026 Law and Policy Fellow at the Cicero Institute. Previously, he was a researcher at the Harvard Kennedy School’s Belfer Center for Science and International Affairs, where he conducted research for Ambassador Paula J. Dobriansky on the Future of Diplomacy Project. Earlier in his career, he held a policy role at the U.S. Department of Homeland Security’s Office of Policy, Strategy, and Plans, where he worked on immigration, border security, human trafficking, and transnational criminal organizations. Max is an Early Career Professional Member at the Council on Foreign Relations and an Originalism Fellow at the Harlan Institute. He also serves as Vice President of the Houston Young Republicans. Max is a J.D. candidate at South Texas College of Law Houston and holds a B.A. in Foreign Affairs, with distinction, from the University of Virginia. In his free time, he is a competitive swimmer.
