Cecile brings extensive experience in Texas state government, specializing in public policy, legislative relations, and state budgets. She served as the Executive Commissioner of Texas Health and Human Services for over five and a half years, serving millions of Texans with an annual budget of $64 billion and 38,000 employees. She has served four governors and worked in various roles in the Office of the Governor for three of those governors. Her work included programs in health and human services, anti-fraud initiatives, emergency management, and technology. Cecile lives in Austin with her husband David. They are proud parents of an adult son.
