A Network of Innovative States

Paul Walker and Chris Beckman are not members of the Cicero Institute team.  However, they wrote a fascinating article to propose legislation supporting reciprocity between various states.  We are happy to publish it here and share it with our audience as an innovative policy solution and look forward to potential future work at the Cicero Institute based on their ideas.
