Stephen Garrison is CEO of the Cicero Institute. With extensive experience in both public policy and the private sector, he offers a unique perspective on developing innovative solutions to broken systems in American governance.
Garrison previously served on Texas Governor George W. Bush’s policy team and continued in that role during Bush’s presidential campaign, where he was Deputy Director of Rapid Response. Upon Bush’s election to the presidency, Garrison served at the White House as Special Assistant to the President for Domestic Policy, where he focused on a range of domestic policy issues.
In addition to his work in public policy, Garrison also brings substantial strategic and operational expertise from the private sector to his role at the Cicero Institute, including being CEO of an artificial intelligence software company, Founder and CEO of a healthcare company, and Managing Partner of a healthcare consulting firm. Additionally, he collaborated with healthcare, manufacturing, and technology companies during his tenure at Bain & Company.
Garrison holds a B.A. in Public Policy from Stanford University and an MBA from Harvard Business School. He resides in Austin, Texas, with his wife, three daughters, and three dogs.
