Tim Frost

As a practicing pharmacist and free-market healthcare policy advocate, Tim Frost brings extensive experience to the Cicero healthcare, regulatory reform, and workforce policy teams.

Prior to arriving at Cicero, Tim served as Chief of Staff to Idaho Attorney General Raúl Labrador, where he managed the day-to-day operations of 228 staff and $33 million budget. He later transitioned to the role of Deputy Administrator of the Idaho Division of Occupational and Professional Licenses, spearheading occupational licensing reform and the consolidation of eleven executive branch agencies into one new division.

During his tenure, he successfully coordinated the Governor’s regulatory reform priorities through the Idaho Legislature, ranging on topics including telehealth, professional statute, and rule chapter rewrites, universal licensure, universal work recognition, building and energy codes reform, and local preemptions.

Prior to service in the Idaho executive branch, he served as pharmacy regulatory affairs advisor for CVS Health, working with states to advance healthcare scope of practice initiatives and Board of Pharmacy rulemaking reform.

Tim earned his Doctorate of Pharmacy from the University of Toledo, Ohio, and completed his postdoctoral work with the Pacific University School of Pharmacy and the Oregon Board of Pharmacy.
