Adam Meier

Senior Fellow and Legal Counsel

Adam Meier serves as a Senior Fellow and Legal Counsel at the Cicero Institute. Adam previously served as the Director of the Department of Public Health and Human Services for the state of Montana, where he was responsible for strategic planning and daily operational oversight of a Department with 3,000 employees and a budget of $3 billion. Prior to that, Adam was a Partner and Senior Policy Consultant with a consulting firm that assisted clients in health, human services, education, and workforce policy, focusing on breaking down operational silos to maximize program outcomes.

He also previously served as Secretary of the Kentucky Cabinet for Health and Family Services, where he managed 8,000 employees and an annual budget of over $14 billion. Prior to that, he served as the Deputy Chief of Staff to the Kentucky Governor, where he was responsible for developing and managing the policy portfolio for the Governor’s Office and Agencies. He also served as a Senior Contracting Officer for the U.S. Environmental Protection Agency, as well as in an elected position as a City Council Member in the City of Fort Thomas, Kentucky.

Adam received his B.A. in Political Science/Communication & Media Studies from Georgetown College and a J.D. from the Florida Coastal School of Law.
